As President-elect George W. Bush prepares to be inaugurated as the nation's 43rd president this Saturday, political observers are scrutinizing his cabinet appointments and the role they will play in decision-making under the new Bush administration. Some have speculated that President Bush will rely heavily on his cabinet in the area of foreign policy by delegating much of that function.

Washington State University political scientist John Thomas Preston has documented how past presidents have used cabinet members to varying degrees for policy making decisions. Dr. Preston is the author of a forthcoming book, The President and His Inner Circle: Leadership Style and the Advisory Process in Foreign Policy Making (Columbia University Press, 2001) to be published later this year. Using psychological profiles, archival and oral history, and interview data, Dr. Preston has studied the decision-making styles of Presidents Harry Truman, Dwight Eisenhower, John F. Kennedy and Lyndon B. Johnson.

Dr. Preston, an assistant professor of political science at WSU, also has done research on political psychology; nuclear, chemical and biological weapons proliferation; strategic missile defense (theater-based ballistic missile systems); bureaucratic and organizational politics; and elite decision-making.
